France: PFAS ban on clothing and footwear
A French implementing decree introduces a gradual ban on placing clothing and footwear containing PFAS on the market.

France has adopted an implementing decree introducing a gradual ban on placing on the market textile clothing products and footwear containing PFAS (per- and polyfluoroalkyl substances).
This measure has a strong impact on the entire fashion and textile supply chain and anticipates – at national level – the future European restrictions under discussion.
What the decree provides for
The decree establishes:
- A ban on marketing in France textile clothing products and footwear containing PFAS, from the dates set out in the legislation.
- Application of the ban to both finished products and imported articles.
- A gradual restriction pathway, with possible limited derogations for specific categories (e.g. devices with particular technical requirements).
The stated aim is to reduce consumer exposure to substances that are persistent, bioaccumulative and potentially hazardous to health and the environment.
Why PFAS are under scrutiny
PFAS are commonly used in the textile sector to impart properties such as:
- water and oil repellency,
- stain resistance,
- technical performance (e.g. outdoor).
However, their high environmental persistence and poor degradability have led the authorities to tighten their regulation progressively.
Implications for companies
Companies that manufacture or sell clothing and footwear on the French market will need to:
- check for the presence of PFAS in the materials and treatments applied;
